Vietnam – Singapore Comprehensive Strategic Partnership: Issues, Challenges and Implications
About the Webinar
Since establishing diplomatic ties in 1973, Vietnam and Singapore have continuously strengthened their relations. With Vietnam’s economic opening in the late 1980s, bilateral ties entered a new era, with economic cooperation being the cornerstone of the relationship. Political and strategic cooperation has also been reinforced, leading to the establishment of a Strategic Partnership in 2013. Vietnam and Singapore are now expected to further elevate their ties to the level of a Comprehensive Strategic Partnership (CSP) soon. This webinar will review the evolution of bilateral ties and examine the opportunities and challenges presented to the two countries by the CSP framework. More importantly, it will also discuss the future trajectory of bilateral ties and measures that the two countries should take to make their partnership more substantive and meaningful in the future.
About the Speaker
Vu Minh Khuong is a professor at the Lee Kuan Yew School of Public Policy where he focuses on economic development strategy and policy analysis. His research interests encompass economic growth, digital transformation, energy transition, and ASEAN integration. He previously held executive positions in Vietnam, including CEO of Song Cam Chemical Company and Deputy Chief of the Hai Phong Government Office. Professor Khuong holds an MBA and a PhD from Harvard University.
Jaya Ratnam has been serving as Singapore’s Ambassador to Vietnam since January 2021. Previously, he was Ambassador to Belgium, the Netherlands, Luxembourg, and the European Union, as well as Singapore’s High Commissioner to Brunei. Joining the Singapore Foreign Service in 1991, Mr Ratnam’s career highlights also include various diplomatic roles at Geneva, Jakarta, and Kuala Lumpur. Mr Ratnam holds a Master’s degree from Johns Hopkins University.
Tran Phuoc Anh serves as Vietnam’s Ambassador to Singapore. He began his diplomatic career in 1998 with Ho Chi Minh City’s Department of Foreign Affairs. Throughout his career, he has held various leadership roles, including Director of the Foreign Service Center and Head of Political and Economic Affairs. In 2017, he was promoted to Deputy Director General and subsequently became the Director General in 2021. Mr Anh holds a Master’s degree in International Political Economy from the University of Warwick and an MBA from RMIT University Vietnam.
